This article includes BIRN’s research regarding collective reactions to terrorist attacks and the result was that they remain unknown in Kosovo. Emergency Management Plans are a requirement for local governance however they have remained unimplemented. Even though Kosovo so far has not experienced any serious attack with terrorist intentions, the state prosecution has managed to find plans for attack and potential risk that Kosovo could be a target for mass terrorist attacks. The file of the state prosecution which describes plans of groups connected to ISIS brought evidence about concrete plans for conducting attacks which have been prevented.
BIRN team’s request to ask for information regarding collective reactions in emergency cases has been sent to 10 municipalities. It shows that no municipality has an emergency plan in reaction to terrorist attacks, but in Ferizaj and Prishtina, they have storm and rescue reactions, respectively.
After the earthquakes that shattered the city of Durres in Albania while its effects were largely felt in Kosovo as well, this investigation was wielded in the discussions regarding public security and reaction plans.
